# Tractor learner permits in Ireland: who needs a driving test from 1 November

*Published 2026-10-15 by FarmAI Ireland*

From 1 November 2026 you can no longer keep renewing a tractor learner permit without sitting a driving test. The new rules cover category W, which is work vehicles and land tractors. Hold a learner permit for four years and you must have taken a practical test before you can renew it. Most farmers holding a full car licence are not affected at all.

**Where this stands on 13 October 2026:** the regulations are signed. They commence on 1 November 2026, which is 19 days away. Nothing about them is still a proposal.

That last point matters. If you half-remember this as something being considered, that was the earlier stage. The regulations exist now, with a date on them.

## What exactly changed, and when?

Minister of State for Road Safety Seán Canney signed the regulations, which amend the [Road Traffic (Licensing of Drivers) Regulations 2006](https://www.irishstatutebook.ie/eli/2006/si/537/made/en/print). The Department of Transport [published the detail](https://www.gov.ie/en/department-of-transport/press-releases/minister-canney-signs-legislation-requiring-learner-drivers-to-sit-driving-test-within-the-first-four-years/) when they were signed.

Here is the before and after, for any permit in categories A, A1, A2, AM, B or W.

| | Now | From 1 November 2026 |
|---|---|---|
| Third permit | You need to have **applied for** a test, or failed one, in the last 2 years | You need to have **taken** a test in the last 2 years |
| Fourth permit | Valid 1 year if a test is booked but not sat | Valid 1 year, and only if you have taken a test |
| After 7 years or 4 permits | Keep renewing | You cannot renew. You start the whole process again |
| Medical exemption from testing | Available in some cases | Removed entirely |

The shift is in one word. Booking a test used to be enough to roll a permit over. From 1 November you have to actually sit it.

Your first and second permits last two years each. So four years of permits brings you to the third renewal, which is where the new test requirement bites.

The Department's reasoning is in the numbers. Road Safety Authority data shows nearly one in five category B learner permit holders have renewed three or more times. Almost 60% of that group have never sat a driving test — roughly 38,000 people.

## Does this actually affect anyone on your farm?

For most farms, no. And this is the part general coverage of the story leaves out.

If you hold a full category B car licence, you are already entitled to drive a tractor. Citizens Information puts it plainly: "if you have a licence to drive a car, you can automatically drive a tractor." You hold no W permit, so there is nothing to renew and nothing to sit.

The people caught are the ones driving a tractor in a public place **without** a full car licence. On a farm that is usually one of two situations:

1. **A 16- or 17-year-old.** Category W starts at 16. A car licence (category B) starts at 17, and the test comes later again. So there is a real window where a W permit is the only thing in the wallet.
2. **An adult who never passed a car test.** This is more common than people admit. If a W permit has been quietly renewed for years, the four-year clock applies to it the same as anyone else's.

One thing this does not touch: your own land. A permit or licence is what the law requires for driving in a public place, which includes the road you use between blocks of ground. Work inside your own yard and fields is a separate question, governed by farm safety duties rather than driver licensing.

Worth a thought at the kitchen table: whose name is on a W permit, and when does it expire? Those two answers tell you whether this is your problem or somebody else's.

## Why have W permits been so easy to roll over?

Because a W permit carries fewer visible restrictions than a car one, so there has been little pressure to finish the job.

Citizens Information lists the L-plate requirement for every category **except** work vehicles. It lists the accompanied-driver requirement for car, truck and bus permits — W is not named in either rule. A learner on a tractor therefore looks much the same on the road as a fully licensed one.

Some restrictions do apply to every learner permit, whatever the vehicle:

- Stay off motorways.
- No carrying passengers for payment or reward.
- A reduced drink-driving limit.
- A lower penalty-point threshold before disqualification.

None of those are new. But if a permit has been renewing itself without friction for years, 1 November is the day the friction arrives.

## What should you do before 1 November 2026?

Four things, in order, and the first takes a minute.

1. **Find the permit and read the expiry date.** Everything else depends on it.
2. **Count the permits.** First and second are routine. A third or later renewal falling after 1 November is where the test requirement applies.
3. **Check whether you can renew early.** You can renew up to three months before a permit expires. So an expiry in late 2026 or early 2027 may still be renewable under the current rules. That only works if you already meet them. Confirm your own position with the National Driver Licensing Service rather than assuming.
4. **Book the test if you need it.** Mind the six-month rule. In most cases you cannot sit a driving test until you have held your first learner permit for six months. Waiting times for a category W test vary, and the Road Safety Authority is the place to check them.

One more date, for anyone with a teenager heading for a first permit. From 1 November 2026 the minimum age to sit the driver theory test becomes 15. If a booking is held for someone who will still be 14 on the day, it has to be cancelled or moved. The theory test that covers tractors is the category B paper — one paper covering B, BE and W.

A theory certificate is only valid for two years. Sit it at 15 for a tractor and it will have lapsed before a car permit is possible at 17. Citizens Information is explicit that the theory test has to be retaken in that case. Sitting it early is not free of consequences.

## What does it cost?

| Item | Cost |
|---|---|
| First learner permit, or a renewal | €45 |
| Category added to or removed from a licence | €35 |
| Driver theory test (category B, covers B, BE and W) | €45 |
| Any of the above, if you are 70 or over | Free |

Fees come from Citizens Information's [learner permit renewal page](https://www.citizensinformation.ie/en/travel-and-recreation/motoring/driving-tests/how-to-renew-a-driving-learner-permit/) and its theory test page, checked on 13 October 2026. The practical driving test fee is set separately by the Road Safety Authority — check the current figure before you budget.

Renewals are done online with a Public Services Card and a verified MyGovID account, or in person at one of 34 NDLS centres. There is no walk-in service, so an appointment is needed either way.

The unpriced cost is the one that stings. A tractor you cannot legally drive on the road in the middle of a silage week is not a €45 problem.

## Frequently asked questions

**Do I need a tractor licence if I already have a full car licence?**

No. A full category B car licence already entitles you to drive a work vehicle or land tractor. You need no separate category W permit and no W test. The 1 November 2026 changes apply to learner permits, not to full licences, so a car licence leaves you unaffected.

**What age can you drive a tractor on an Irish public road?**

Sixteen. Category W covers work vehicles and land tractors, with or without a trailer, and the minimum age of the driver is 16 years. A car (category B) permit cannot be held until 17. Driving on a public road at any age needs a valid permit or licence for that category.

**What happens if my learner permit has already expired?**

Under the current rules you can renew within five years of expiry. From 1 November 2026, a permit that has been expired for two years or more means starting from the beginning again. Check the exact position for your permit with the National Driver Licensing Service, on 0818 700 800.

## Where to get help

The National Driver Licensing Service handles permits and renewals, and its phone line is 0818 700 800. The Road Safety Authority handles theory tests and driving tests. Citizens Information's [renewal page](https://www.citizensinformation.ie/en/travel-and-recreation/motoring/driving-tests/how-to-renew-a-driving-learner-permit/) is the clearest plain-English summary of where the rules stand on either side of 1 November.

This is road traffic law, not farm policy, so your Teagasc advisor is not the right call for it. Some positions are genuinely messy: an expired permit, a disputed renewal count, a medical exemption that no longer exists. Talk to the NDLS directly before the date, not after it.

For other changes landing on Irish farms this winter, our note on [what Budget 2027 changes and when](/read/budget-2027-farm-measures-dates) runs through the dates. If the person affected here is a young farmer, the same filing habits that fix a permit also help with [scheme paperwork](/read/young-farmer-ai-tools-paperwork). And while you have the paperwork out, it is worth checking [what your farm insurance actually covers](/read/ai-farm-insurance-policy-review), including any condition it sets on who may drive.

## The bottom line

If there is a full car licence in the house, this changes nothing for you. If somebody drives the tractor on the road on a W permit alone, find that permit this week and check the expiry. Then decide whether to renew early or book the test. After 1 November, booking one is no longer enough.
